Free Cost Estimate:

Normally, the cost estimate for a client job is free, after the client
explain the nature and  scope of the task that the client proposes to
contract to S & M. Only, in circumstances where S & M has to do lots of
initial research to do the cost estimate, there is a reasonable  charge.

It will be best for the client to talk to S & M about the exact
requirements before  a cost estimate is started.
